General Terms and Conditions for Bill Payment and Recharge

 

 Effective Date: 4-Jul-2026

 

ICICI Bank Limited ("ICICI Bank") owns, operates and maintains a website and mobile application, offering bill payment and recharge services through its Website and Mobile Application. The Website and the Mobile Application acts as a facilitator for transactions between ICICI Bank and Customer for payment of bills and making recharges.

 

1. Definitions

In this document, the following words and phrases shall have the meanings as set below unless the context indicates otherwise:

 

  • ‘NPCI’ refers to the National Payments Corporation of India.
  • ‘Aggregator’ means an entity which aggregates billers for the purpose of enabling them to connect to a BBPOU.

  • ‘Bill’ means any notice for payment raised by a Biller for recurring or non-recurring payments. It also includes notice or advice for recharge of bills on a prepaid basis.

  • ‘BBPS’ is platform enabled by  NPCI Bharat Bill Pay Ltd (NBBL) as a Central Unit Bharat Bill Pay Central Unit (BBPCU), which enables payment / collection of bills through multiple channels (Mobile Apps, Mobile Banking, Physical Agents, Bank branches, etc.) using various payment modes (UPI, Internet Banking, Cards, Cash, Prepaid Payment Instruments, etc.). The transactions facilitated through this platform will require the bill to be fetched before payment initiation. In case of transactions involving payments for prepaid services, the Customer relationship with the biller will be validated through the platform.

  • ‘Billers’ refers to government agencies, statutory bodies, companies, corporates, businesses, societies, charities and other entities that collect bill payments.

  • ‘BBPOU’ refers to the Bharat Bill Payment Operating Unit that works basis the standards set by NPCI. For the purposes of these Terms, ICICI Bank operates as a Customer Operating Unit (COU) to provide a digital interface to pay bills.

  • ‘ICICI Bank’ or the ‘Bank’ refers to ICICI Bank Limited, a company incorporated under the Companies Act, 1956 and licensed as a bank under the Banking Regulation Act, 1949, having its registered office at Landmark, Race Course Circle, Vadodara 390 007 and corporate office at ICICI Bank Towers, Bandra-Kurla Complex, Mumbai 400 051.

  • ‘Terms’ refer to terms and conditions herein for use of the Bill Payment Facility.

  • ‘Bill Payment Facility’ refers to the bill payment services offered by ICICI Bank to Customers to pay bills through BBPS or any other means as enabled by the Bank through digital channels such as iMobile , Internet Banking, , InstaBIZ and Corporate Internet Banking or any other channels as may be enabled from time to time to pay utility bills for multiple use cases such as electricity, post-paid mobile bills, DTH recharge, etc. Payments can be done through multiple payment modes as enabled from time to time and payment confirmation will be received through SMS / e-mail / and/or any other modes as enabled from time to time.

  • ‘Customer’ refers to end users of the Bill Payment facility who holds a savings or current account or a credit card or any other account/ instrument with ICICI Bank as may be enabled for usage of the Bill Payment Facility from time to time.

2. Interpretation

  • All references to singular include plural and vice versa and the word ‘includes’ should be construed as ‘without limitation’.

  • Words importing any gender include the other gender.

  • Reference to any statute, ordinance or other law includes all regulations and other instruments and all consolidations, amendments, re-enactments or replacements for the time being in force.

  • All headings, bold typing and italics (if any) have been inserted for convenience of reference only and do not define limit or affect the meaning or interpretation of these Terms and Conditions.

  • Reference to any law or legislation, regulation, rule shall mean, applicable constitution, statute, law, rule, regulation, ordinance, judgment, order, decree, authorisation or any published directive, guideline, notice, requirement or governmental restriction, having the force of law in any jurisdiction and include laws as amended from time to time.

3. Role of ICICI Bank in the Bill Payment facility

  • The Customer agrees that ICICI Bank is acting solely in the capacity of a facilitator of payments and not in the capacity of a beneficiary / Biller / merchant.

  • The Customer understands that the Bank facilitates the Bill Payment Facility through BBPOU infrastructure where the Biller is registered with NPCI for bill payments/ Aggregators with whom the Bank has an agreement. 

  • The Customer understands that all payments are routed through NPCI / Aggregator for final settlement as per the process laid down by NPCI (or as determined by the Bank as applicable) and the Bank has no direct contact with the Biller.

  • Any disputes may be raised as per the framework enabled under the BBPS/ relevant system guidelines and the Bank will facilitate its receipt and submission.

4. Instructions

  • By using the Facility, the Customer hereby expressly acknowledges and confirms that the Customer has read, verified, understood and accepted the Terms online.

  • The Customer agrees and accepts that the Bank, through the ICICI Bill Payment Facility, will enable bill payments basis instructions provided by the Customer from time to time.

  • Customers accessing the Bill Payment Facility via Corporate Internet Banking can access facilities such as:

     

    • Registration of multiple Billers through a simple file upload

    • Bulk Payment facility to clear multiple payments at once.

  • The Customer agrees that the record of the instructions given and transactions with the Bank shall be conclusive proof and binding for all purposes and can be used as evidence in any proceeding.
  • All instructions for the Bill Payment Facility shall be given, through a medium / channel enabled by ICICI Bank for that purpose (including but not limited to internet and mobile banking channels), by the Customer in the manner indicated by ICICI Bank. The Customer is also responsible for the accuracy and authenticity of the instructions provided to ICICI Bank and / or affiliates and the same shall be considered sufficient to operate the Bill Payment Facility. ICICI Bank shall not be required to independently verify the instructions, and the instructions shall remain effective until such time the same is countermanded by further instructions from the Customer. ICICI Bank shall have no liability if it does not or is unable to stop or prevent the implementation of an instruction, which is subsequently countermanded. Where ICICI Bank considers the instructions inconsistent or contradictory, it may seek clarification from the Customer before acting on any instruction or act upon any such instruction as it deems fit.
    ICICI Bank states that it has no liability for verifying the Customer's instructions that have been duly authenticated or further inquire into the appropriateness of the payment instruction. ICICI Bank may refuse to comply with the instructions by providing the necessary error/ failure message without being required to assign any further reason and shall not be under any duty to assess the prudence or otherwise of any instruction and have the right to suspend the operations through Bill Payment Facility if it has reason to believe that the Customer's instructions will lead to or expose to direct or indirect loss or may require an indemnity from the Customer before continuing to operate the Bill Payment Facility.
  • Any instruction, order, direction or request entered post due authentication by the Customer (such as entering of card PIN/ One-Time Password etc.) shall be deemed an instruction, order, directive or request received from the Customer. All instructions, requests, directives, orders or directions entered by the Customer, both electronically and otherwise, are based upon the Customer’s decisions and are the sole responsibility of the Customer.
  • The Customer understands that entering an instruction, direction, order or request with ICICI Bank, electronically or otherwise, does not guarantee execution of such instruction, direction, order or request. ICICI Bank shall not be deemed to have received any instruction, direction, order or request electronically transmitted by the Customer until it confirms the receipt of such instruction, direction, order or request.
  • Grievance Redressal: For any grievances, the Customer may call Customer Care or raise a query / Complaint under https://nli.icicibank.com/NewRetailWeb/complaint.htm

5. Accuracy of Information

  • The Customer agrees to provide correct identification details as registered with the Biller. The Customer agrees to indemnify the Bank from any liability due to incorrect information in this regard. The Customer also agrees to communicate any change in identification details as registered with the Biller to the Bank within the time specified by the Bank.

  • While the Bank will take all reasonable steps to ensure the accuracy of the billing details, the Bank is not liable for any error. The Customer shall not hold the Bank responsible for any loss, damages, etc. that may be incurred / suffered by the Customer if the information contained in bills turns out to be inaccurate / incorrect.

  • The Customer agrees that they will make payments of bill amounts as required by the Biller. The Customer will not hold the Bank responsible for the Biller rejecting the bill amount because of incorrect or incomplete information being supplied by the Customer.

  • Disclaimer of Warranties

     

    • The Customer agrees that the Bank shall not be liable for any damages, losses (direct or indirect) whatsoever, due to disruption or non-availability of any facilities due to any technical error or any failure in telecommunication network or any error in any systems beyond the control of the Bank.

    • The Bank shall not be responsible for any technical issue related to periodic retrieval of the bills from the Billers / NPCI / Aggregators or any errors / discrepancies in the bills.

    • The Customer agrees that the Bank is not responsible for any transaction failure due to technical issues at NPCI’s / Biller’s / Aggregator’s end.

    • The Customer agrees that the Bank is not liable, if for any reason the Biller refunds the amount and the transaction fails, even after the transaction is deemed successful.

6. Auto Pay Registration

  • The Customer has the option to enable automatic payments of Bills (“Auto Pay”) where a one-time authorization may permit a Biller to automatically levy the Bill amount as per the amount and frequency set for the defined period. In cases where the Biller does not levy the Bill, the Customer may set a predefined instruction for the amount and frequency for payment of Bills which will be automatically executed.
  • If the payment was done using any source other than ICICI Bank, Auto Pay registered with ICICI Bank will still be executed unless the payment preference is modified to manual or the auto-pay registration is deleted. In this case, the Bank will not be liable for the ensuing events, consequences, losses, etc.
  • The Customer agrees that the Auto Pay will only be executed if the bill is presented by the merchant / Biller with details in accordance with BBPS/ relevant system guidelines.
  • The Customer agrees that Bank has the right to suspend / terminate the Auto Pay registrations if no successful payments are done for 6 consecutive months.
  • As per the guidelines issued by the Reserve Bank of India, an additional authentication will be required if the bill amount is greater than ₹ 15,000. For Credit Card bills, Insurance & Mutual Funds the additional authentication is required only if the bill amount is greater than ₹ 1 lakh.

7. National Pension System (NPS)

The following terms apply to payments made towards contributions into the National Pension System (NPS) through the Bill Payment Facility:

By choosing to make subsequent contributions through Bill Payment Facility for the transactions, the Customer acknowledges and agrees to the following terms and conditions:

 

  • The Customer is a bonafide subscriber of the National Pension System (NPS) policy and the contribution being paid for this transaction pertains to their PRAN.
  • The Customer authorizes the designated third-party payment platform to facilitate subsequent contributions to their NPS account.
  • The transaction authorization includes processing of payment details and any associated charges.
  • The Customer confirms that all information provided during the transaction process, including personal details and contribution amounts, are accurate and up to date. Any discrepancies in the provided information may impact the successful processing of the contribution.
  • The Customer acknowledges that certain charges may be applicable on the contributions made. These charges, including any POP trail commission fees or taxes, will be clearly communicated during the transaction process. It is my responsibility to review and accept these charges before authorizing the transaction.
  • A confirmation of the transaction will be provided upon successful completion. Receipts and transaction details will be shared through the modes as enabled by the Bank and requested by the Customer.
  • The contributions must comply with all applicable regulatory requirements as laid down by NPCI/NBBL. Any violation of these regulations may result in the rejection of the transaction.
  • The Customer am responsible for maintaining the security of their NPS account credentials on the third-party platform. Any unauthorized use of the Customer’s account to be reported immediately to the Bank.
  • Declaration under the Prevention of Money Laundering Act, 2002

 

The Customer hereby declares that the contribution paid by has been derived from legally declared and assessed sources of income. The Customer understands that National Pension System (NPS) trust has the right to peruse the Customer’s financial profile or share the information with other government authorities. The Customer further agrees that NPS trust has the right to close the Customers PRAN in case the Customer is found violating the provisions of any law relating to prevention of money laundering.

 

8. Data Collection and Sharing

  • The Customer has no objection whatsoever to the Biller providing their billing details to the Bank.
  • The Customer consents to sharing necessary data with third parties to fetch and pay the bills.
  • The Customer permits the Bank to access, store and fetch the latest bill through the details available with the Bank internally.
  • The Customer consents to receiving SMS alerts / calls / e-mails /WhatsApp messages about registered bills.
  • The Customer authorises ICICI Bank to fetch and retrieve his / her future due bills from the respective billers in its Bill Payment Facility.
  • The Customer authorises the Bank to access, store, fetch and share the necessary data that would be required to share with NPCI / the Biller.
  • In case the Bank collects any personal information or sensitive information, the same shall be dealt with in accordance with the privacy commitment of the Bank, which is available on the website of the Bank at  /nri-banking/rhstemp/privacy-notice-eu-users.

9. Indemnity

  • In consideration of ICICI Bank providing the Customer the Bill Payment Facility, the Customer agrees, at their own expense, to indemnify, defend and hold harmless ICICI Bank, its directors, employees, representatives, agents and its affiliates against any loss, damage, expense or cost, including, but not limited to, reasonable attorneys' fees and costs awarded to / suffered by them; or any claim, suit, action or other proceeding brought against them by the Customer or a third party, to the extent that such loss, damage, expense, cost, claim, suit, action of other proceeding is based on or arises as a result of or in connection with:

     

    • and all liability and any other loss that may occur, arising from or relating to the operation or use of the Facility or breach, nonperformance or inadequate performance by the Customer of any of these Terms and Conditions or the acts, errors, representations, misrepresentations, misconduct or negligence of the Customer in performance of its obligations
    • ICICI Bank or affiliates' execution of the Customer's instructions;
    • any unauthorised use of the Bill Payment Facility by the Customer
    • any misrepresentation or breach of representation or warranty made by the Customer
    • any negligence or misconduct such as sharing of payment credentials, delay in notifying the Bank of any unauthorised electronic banking transaction.
  • The Customer will pay ICICI Bank and / or the affiliates such amount as may be determined by ICICI Bank and / or the affiliates to be sufficient to indemnify them against any such loss or expense even though they may not have arisen directly or are contingent in nature.
  • The Customer hereby agrees that under no circumstance shall ICICI Bank's aggregate liability for claims relating to the Bill Payment Facility, whether for breach or tort (including but not limited to negligence) exceed the transaction charges/fees or consideration paid by the Customer within the previous twelve (12) months for Bill Payment Facility excluding any amount paid towards transactions.

10. Limitation of Liability

  • Under no circumstances shall ICICI Bank be liable to the Customer for any indirect, incidental, consequential, special or exemplary damages in connection with the Facility or the other services.
  • Neither the Bank nor any of its agents, employees or servants shall be responsible or liable in any way for any direct or consequential loss suffered by the Customer, its agents, employees, in any of the following situations:

     

    • as a result of taking or omitting to take any action pursuant to orders or instructions given or appearing to have been given to the Bank by the Customer or its duly authorised representative(s) or any person whom the Bank believes to be the Customer or its duly authorised representative(s), except in the case of willful default or gross negligence
    • With respect to the authenticity, regularity, validity or value of any documents handled by the Bank on the Customer's behalf or the of any translation or the interpretation of any Terms appearing in any such documents
    • for any failure to take or delay in taking any action required to be taken in the event that and to the extent that the taking of such action is prevented or delayed by war (whether declared or not and including existing wars), revolution, insurrection, fire, explosion, stoppage of labour, strikes or other disputes with employees, laws, regulations, orders or other acts of any governmental authority or any other cause whatsoever beyond the Bank's control
    • if the Customer is unable to obtain the payment of funds from his/her Account(s) due to restrictions on convertibility, involuntary transfers, Foreign Exchange controls, distraints of any character, or other causes whatsoever which are beyond the Bank's control, whether arising in India or in any place where the Bank has deposited such funds viii. computer breakdown, mechanical failure or malfunction, interruption of services, cloning or similar duplication of the Customer's Cards, any Debit, Credit, Charge Card or any other Card issued by the Bank (‘ICICI Bank Card’), material alteration of withdrawal requests, theft or loss of ICICI Bank Card, disclosure of passwords or other reasons of any kind whatsoever, due to no fault of the Bank
    • if the Bank refuses to honour any withdrawal request whether through the Bank's counter, use of electronic services or by any other means, in circumstances where it is legally entitled to do so
    • the exercise by of any of the Bank's rights by the Bank under these Terms and Conditions
    • arising out of delays in connection with any security processes performed by the Bank for fraud detection or anti-money laundering purposes or for legal and regulatory compliance.
  • ICICI Bank shall not be liable for any failure to perform any obligation contained in these Terms and Conditions or for any loss or damage whatsoever suffered or incurred by the Customer, howsoever caused and whether such a loss or damage is attributable (directly or indirectly) to any dispute or any other matter or circumstances whatsoever.
  • Under no circumstances shall the Bank be liable to the Customer for any indirect, incidental, consequential, special or exemplary loss or damage, incurred/suffered, in connection with the Facility.

11. Governing Law

  • These Terms shall be governed by the laws of India.
  • The Parties hereby agree that any legal action or proceedings arising out of the Terms shall be brought in the courts or tribunals at Mumbai in India and irrevocably submit themselves to the jurisdiction of such courts and tribunals. ICICI Bank may, however, in its ablute discretion, commence any legal action or proceedings arising out of a violation of the Terms in any other court, tribunal or other appropriate forum and the Customer hereby consents to that jurisdiction.
  • Any provision of the Terms for which is prohibited or unenforceable in any jurisdiction shall, as to such jurisdiction, be ineffective to the extent of prohibition or unenforceability but shall not invalidate the remaining provisions of the Terms or affect such provision in any other jurisdiction.

12. General

  • Withdrawal of Bill Payment Facility: The Customer agrees that the Bank is at liberty to withdraw at any time the Bill Payment Facility, or any services provided thereunder, in respect of any or all the account(s) without assigning any reason whatsoever, without giving the Customer any notice.
  • Customer withdrawal from Bill Payment Facility: The Customer is free discontinue the bill payment facility at any time by canceling the Biller registration for the relevant bill through any ICICI Bank Channel.
  • Change of Terms: ICICI Bank shall have the absolute discretion to amend or supplement any of the Terms and / or terms and conditions stipulated by ICICI Bank and / or its Affiliates pertaining to the Bill Payment Facility and / or to any services / facilities offered by ICICI Bank. The Customer shall be responsible for regularly reviewing these Terms and the terms and conditions stipulated by ICICI Bank including amendments thereto as may be posted on the website. Such amended Terms stipulated by ICICI Bank will thereupon apply to and be binding on the Customer from the date of notice. By using any new services as may be introduced by ICICI Bank, the Customer shall be deemed to have accepted the changed Terms stipulated by ICICI Bank.
  • Notices: ICICI Bank may give notices under these Terms to the Customer in writing by delivering them by hand or to the registered e-mail address or by sending them by post to the last address given by the Customer and in the case of ICICI Bank to its corporate office address as set out hereinabove. In addition, ICICI Bank shall also have the right to publish notices of general nature, which are applicable to all Customers in a newspaper or on its website located at www.icici.bank.in. Such notices will have the same effect as a notice served individually to each Customer. Notice and instructions will be deemed served 7 days after posting or upon receipt in the case of hand delivery, cable, telex or facsimile.
  • Assignment: ICICI Bank shall be entitled to sell, assign, or transfer ICICI Bank's right and obligations under the Terms and any security being in favour of ICICI Bank (including all guarantee/s) to any person of ICICI Bank's choice in whole or in part and in such manner and on such terms and conditions as ICICI Bank may decide. Any such assignment or transfer shall conclusively bind the Customer and all other persons. The Customer, their heirs, legal representatives, executors, administrators and successors are bound by the Terms. ICICI Bank may sub-contract and employ agents to carry out any of its obligations under this contract. However, the Customer shall not be entitled to transfer or assign any of his rights and obligations hereunder.
  • Lien and Set-off:

     

    • ICICI Bank shall have the paramount right to set-off and lien, irrespective of any other lien or charge, present as well as future, on all the deposits held/balances lying in any Account of the Customer, whether in single name or joint name(s), to the extent of all amounts payable by the Customer, arising as a result of any of ICICI Bank's services being extended to and/or being used by the Customer or as a result of any other Facility that may be granted by ICICI Bank to the Customer. ICICI Bank is entitled, without any notice to the Customer, to settle any indebtedness whatsoever owed by the Customer to ICICI Bank, whether actual or contingent, or whether primary or collateral, or whether joint and/or several, including and without limitation, indebtedness under any indemnity given by the Customer to ICICI Bank hereunder or under any other document/agreement, by adjusting, setting-off any deposit(s) and transferring monies lying, to the balance of any Account(s) held by the Customer with ICICI Bank, notwithstanding that the deposit(s)/balances lying in such Account(s) may not be expressed in the same currency as such indebtedness. ICICI Bank's rights shall not be affected by the Customer's bankruptcy, insolvency, death or winding-up.

    • In addition to ICICI Bank's rights of set-off, lien or any other right which it may, at any time, be entitled to, whether by operation of law, contract or otherwise, the Customer authorises ICICI Bank:

       

      • to combine or consolidate at any time, all or any of the Accounts and Liabilities of the Customer with or to any Branch or Office of ICICI Bank Limited (whether in India or elsewhere) and

      • to apply, set-off or transfer at any time (without prior notice to the Customer) any credit balance (whether or not due then) to which the Customer is, at any time, beneficially entitled (whether singly or jointly) to on any Account, and is in the Customer's name or held jointly with any other person, with any Branch or Office of ICICI Bank Limited (whether in India or elsewhere) towards the satisfaction of any or all of the Customer's liabilities (whether such liabilities be present or future, actual or contingent, primary or collateral, or several or joint) under the Terms and Conditions of the Customer's Account(s) or under the Terms of other facilities that may be granted by ICICI Bank to the Customer.

      • For a Joint Account, ICICI Bank shall be entitled to set-off any sums, standing to the credit of such a Joint Account against the Debit Balance in other Accounts, which may be held by one or more holders of such a Joint Account. ICICI Bank shall not be under any obligation to exercise any of its rights under this clause.

    • The rights of ICICI Bank mentioned above are without prejudice to the obligations of the Customer to pay to ICICI Bank, all its indebtedness when due and without prejudice to any other rights that ICICI Bank may have against the Customer, for the recovery of outstanding sums from the Customer.

    • ICICI Bank shall be entitled to withhold payments of the Account(s) or dishonour the Customer's cheques/instructions in case any outstanding from the Customer to ICICI Bank has not been paid when due.
